Mark KortenoeverSenior Partner
Born in Gouda, the Netherlands, Mark Kortenoever graduated from Leiden University in 1987 with a master’s degree in Dutch law. He was admitted to the Bar of Rotterdam (the Netherlands) in 1987 and to the Sint Maarten Bar in 1988. Mr. Kortenoever focuses on the litigation practice and advises on corporate matters with the emphasis on structured finance and project finance.
Mr. Kortenoever is ranked as the Project Finance law expert in Sint Maarten by Global Law Experts and as Project Finance member in the Dutch Caribbean by International Referral.
Apart from the law practice, Mr. Kortenoever is a member of the General Audit Chamber of Sint Maarten; a High Council of State charged with the examination of the financial and material management of the Government. He also serves as a deputy member on the Council for Disciplinary Matters.

Born in Haarlem, the Netherlands, Willem Nelissen graduated from the University of Amsterdam in 2007 with a master’s degree in International and European Law. In 2009 Mr. Nelissen graduated from Georgetown University Law Center in Washington, D.C. with a master’s degree in International Law. He was admitted to the Bar of New York in 2010 and the Bar of Sint Maarten in 2012. Mr. Nelissen practices as an all-round litigation attorney and assists prospective Sint Maarteners with their immigration papers.

Born in Laag-Soeren, the Netherlands, Bram Bloemers graduated from the University of Groningen in 2002 with a master’s degree in Notarial Law.
Mr. Bloemers is a solution minded legal counsel. He started his career as a (deputy) civil law notary with a large international law firm in Rotterdam. He mainly worked in a highly specialized international corporate law practice (M&A & corporate restructurings). However, Mr. Bloemers is also experienced in family law (Estate planning and the liquidation of estates). As a former civil law notary, he has significant experience with real estate transactions, especially within corporate structures.
After having worked for about 8 years as a (deputy) civil law notary, Mr. Bloemers became in-house counsel with one of the largest banks in the Netherlands. Prior to joining Lexwell, Mr. Bloemers worked as the bank’s company secretary for about two years.

Femke JansenAttorney at Law
Born in Hilversum, the Netherlands, Femke Jansen graduated cum laude from the University of Utrecht in 2011 with a master’s degree in Dutch Private Law. In 2012, Ms. Jansen graduated from the University of Cambridge (UK) with a first class LL.M. degree. Shortly afterwards Ms. Jansen was admitted to the Bar of Utrecht (the Netherlands). She worked there over 3 years as an attorney in corporate law and commercial contracts with a top 20 law firm. Ms. Jansen joined Lexwell in 2016 and is admitted to the Bar of Sint Maarten.
Ms. Jansen practices as a litigator and adviser with a focus on commercial contracts, corporate law and labor law.
Apart from the law practice, Ms. Jansen is a board member of the Foundation for Professional Education for attorneys in Sint Maarten and an editor for a Dutch case law journal. She is also a member of Rotary Club of Sint Maarten-Mid Isle.

Jeroen VeenAttorney at Law
Born in Haarlem, the Netherlands, Jeroen Veen graduated from Leiden University in 1987 with a master’s degree in tax law. He was admitted as an attorney to the Bar of Middelburg (the Netherlands) in 1988. He has been admitted to the bar of the Joint Court of Justice since 1989. Mr. Veen works on as an attorney on Sint Maarten since 1992. He is a member of the Sint Maarten Bar. In 2017, Mr. Veen graduated from the University of Cumbria (UK) with a master’s degree in Business Administration (MBA).
Mr. Veen practices in the field of litigation, corporate law, corporate governance and real estate (finance).
Apart from the law practice, Mr. Veen held certain additional positions, such as member of the Appellate Council for Disciplinary Matters, (deputy) member on the Sint Maarten Electoral Council, Chairman of the Board of SZV and interim COO of SZV; the national health insurance and pension administrator.
